According to TheOfficeGuide.com
Paper drills are similar to paper punches in that they are used to create holes in paper. However, they are much more powerful and are designed to drill holes in large stacks of paper. Paper drills can save a great deal of time over punching a few sheets at a time. They use special drill bits and can usually create holes with a diameter of up to about 2.5". In addition, many paper drills can drill several holes at one time.
